OTGC P1-Ext Linux

OTGC is a Linux control application available in source code to OCF Member for their development. It provides a skeleton for OCF members to build their own application to discover and control OCF devices. OTGC Phase 1-Extension includes two new use cases related to sharing some priviledges (ACLs and Certificates).
